CESAR A. MEZA ARCHILA
Doctorate in Logistics and Supply Chain with a specialization in Port Management, Andragogy Autonomous University, Miami, Florida, USA.
Master’s in Reengineering in Production Administration, Galileo University; completed curriculum for Master’s in Human Resources Administration, Mariano Gálvez University; Bachelor’s in Business Administration, University of San Carlos of Guatemala.
Certified in the OAS Inter-American Course on Port Management, Valparaíso, Chile. Over seven years as Operations Manager of Puerto Quetzal and former General Manager of Santo Tomás de Castilla Port Company, overseeing operations, logistics, projects, budgets, marketing, legal affairs, and strategic planning (2018–2022).
Consultant for Guatemala’s maritime ports, leading projects such as Champerico Port structure, expansions at Santo Tomás and Puerto Quetzal, and training visits to Peruvian fishing ports. Advised private companies in foreign trade, multimodal transport, storage, customs, and logistics, including Mediterranean Shipping Company and Grupo Alvarado, Honduras. Developed marketing strategies, performance indicators, and administrative manuals.

Seasoned professional with 21+ years of progressive experience in the Oil & Gas, LNG and Gas-to-Power industries. Expertise in Business Development, Project Management, Finance and Investment Assessment. Actively engaged in various project life cycle phases.
CIVIL ENGINEER awarded by Pontifical Catholic University of Peru (PUCP), Peru; with two MSc DEGREES: the first in the IFP school (Ecole Supérieure du Petrole et des Moteurs)"PETROLEUM ECONOMICS AND MANAGEMENT" (FRANCE, 2001), and the second in "INTERNATIONAL OIL AND GAS MANAGEMENT" at the University of Dundee, Scotland (UNITED KINGDOM, 2014). With a POSTGRADUATE DEGREE IN PROJECT MANAGEMENT from the Project Management Institute (PMI) / Pontifical Catholic University of Peru (Peru, 2009). My academic experience has been completed with a PHD (Candidate) at the University of Dundee, Scotland, United Kingdom (In process), my doctoral thesis being linked to the International Petroleum Management. Has led import operations, supplier selection, and government relations, integrating technical, commercial, and institutional coordination capabilities.
MARIO MIRANDA
Experienced and committed professional with more than 25 years of experience in both the electricity sector and the hydrocarbons sector, contributing to the modernization, transparency, and streamlining of processes which, based on this experience, have benefited the entities for which he has worked. Offers proven expertise in the technical and administrative management of operations, developing strategies that align with the interests of the organizations served, both in the electricity sector and in the oil industry. Skilled in addressing current challenges and complex issues.
Current position: Ministry of Energy and Mines, Directorate General of Hydrocarbons, Exploitation Area, Head of Reservoirs Section, overseeing various interventions in oil wells across different contract areas, estimating hydrocarbon reserves, among other duties within his scope of responsibility.
OTONIEL BARRIOS
Architect with a Master’s degree in Design, Planning, and Environmental Management from the University of San Carlos of Guatemala. Served nearly eight years at the Ministry of Environment and Natural Resources (MARN) as Environmental Advisor, Head of the Environmental Audits and Environmental Quality Departments, Director of Environmental Management and Natural Resources, and Deputy Minister of Environment. Key achievements include creating the Environmental Audits Department, approving the first Environmental Guidelines in various sectors, launching the National Award for Cleaner Production and Environmental Seals, and developing the first Guidelines for Solid Waste Management.
Currently a postgraduate lecturer at the University of San Carlos of Guatemala, the Capital Investment Know-How Technology Development Regional University of Guatemala, and the Monterrey Institute of Technology.
Secretary of the Board of the College of Architects of Guatemala, General Manager of Estudio ARSA, and board member in environmental and energy commissions of ICC Guatemala, AGEXPORT, and GREPSA.
PABLO SUAREZ
Retired officer of the Ecuadorian Navy and Civil Engineer (ESPOL), with master’s degrees in Ports, Maritime Law, and Project Management. Specialist in hydrography, oceanography, and environmental sustainability. Consultant with 23 years of experience in port engineering, dredging, supervision, and studies in Ecuador and abroad. Founder of Grupo CONSULSUA, he has led projects with international organizations. University professor and active member of PIANC, the Nautical Institute, and the Ecuadorian College of Civil Engineers.
